The evaluation contractor will be selected through an open competition. While there have been two previous evaluations, this RFP calls for a more sophisticated and rigorous study than has been conducted in that past. NCPC has not already identified an evaluator. Any organization that meets the eligibility requirements and is capable of providing strong responses to the scope of work is encouraged to reply.
