NCPC will prioritize awarding funds to the following target population (children 0-5 at or near federal poverty level) and service area (counties with rate of early childhood overweight/obesity greater than or equal to the state average of 29.7%), so yes, non-profits or higher education institutions in multiple counties can apply using these guidelines for collaboration: (Reference pp. 9-10 of the RFA, Section II, C. Eligibility)
“Collaboration of more than one nonprofit applying jointly is allowed. This type of application must show the rationale for collaboration including who the likely partners will be and how they will support the goals outlined in the application.
The subgrantee will need to follow the federal procurement guidelines as stated in 2 CFR 200.317-326 when contracting with any other non-profit entities. The SIF rules around the formation of collaborations have been modified to ensure that the procurement requirements outlined in the Code of Federal Regulations (2 C.F.R. 200.317-326; http://www.ecfr.gov/cgi-bin/text-idx?node=2:1.1.2.2.1.4.31&rgn=div7) are met. Failure to meet the procurement requirements outlined in the CFR may result in the recoupment of all funds tied to the contractual relationships that do not meet the requirements for open bids or sole-source justifications. This means that in a collaborative, only one non-profit would serve as the sub-grantee (lead agency) that performs an open bid for partners, or make the case for a sole-source justification as described in the CFR. The other non-profit collaborative partners would be considered sub-contractors to the awarded subgrantee (the lead agency) for the purposes of the federal requirements. Agencies wishing to form collaboratives would still need to meet all other requirements as discussed in the RFA, including the minimum budget and match amount at the time of the award. A combined budget and budget narrative should be submitted with the application clearly outlining which collaborating non-profit is providing the services for each part of the budget. Sub-contracts may be structured in such a way as to require that sub-contracted partners bring a percentage of the match requirement based on the scope of work to the collaborative. The lead agency will always be responsible for maintaining the 1:1 cash match, even in the event of subcontractor leaving the project.”
