If a university applies, are they required to work with Smart Start funded organizations? What about Head Start organizations?
Universities or non-profit organizations are not required to work with a Smart Start or Head Start funded organization; no specific organizations are required. However, sub-grantees will be required to work with children 0-5 who live at or near the federal poverty level and attend a child care site where they are income eligible for child care subsidy. (Reference RFA p. 12, #4 and #5 for information about integration and promotion of technical assistance from existing programs in NC).
