Job Summary:
The Finance Director is responsible for overall budget management of Durham’s Partnership for Children (Partnership), annual Partnership audit preparation, all IRS tax reports, and oversight of development and monitoring of all grantee contracts and financial reporting. The Finance Director supervises the Grants and Accounting Lead and the Staff Accountant.
Supervisory Responsibilities:
•Recruits, interviews, hires, and trains new staff.
•Oversees the daily workflow of the department.
•Provides constructive and timely performance evaluations.
•Handles discipline and termination of employees in accordance with company policy.
Duties/Responsibilities:
Accounting and Audit Responsibilities
•Assist Executive Director in overall financial management of the Partnership.
•Update and maintain current accounting policies and procedures on an ongoing basis.
•Ensure adequate internal controls for financial operations and provide oversight of all accounting/fiscal staff to ensure integrated fiscal systems and procedures.
•Review all journal entries and approve the payroll journal entry.
•Review all weekly disbursements for proper approval, coding, and processing.
•Oversee monthly bank reconciliation.
•Oversee the accurate preparation of all reports required by NCPC, including the quarterly Financial Status Reports, and Early HeadStart, including monthly payments.
•Ensure compliance with the year-end close and reporting process for Smart Start funds.
•Ensure compliance with IRS and state reporting requirements and prepare annual 990 Report.
•Oversee Grantee Audit Reports and report to the Board on grantee fiscal performance. Ensure efficient allocation and utilization of funding to ensure maximum outcomes.
•Oversee the annual preparation of budget information for all activities for submission to NCPC.
•Ensure annual Partnership audit readiness and prepare audit compliance package, including Internal Control Questionnaire and footnote disclosure information.
•Work with State Auditors to complete the biennial audit on a timely basis and make recommendations to ensure compliance and corrective action.
•Supervise the Contracts and Accounting Manager and the Staff Accountant.
•Ensure adequate insurance coverage is maintained.
•Annually review and recommend policies and procedures for compliance with federal or state policies required by NCPC, the State Auditor’s office, the Department of Human Resources/Division of Child Development or the Department of Instruction.
•Prepare and analyze financial reports for the Board of Directors as necessary.
•Staff the Partnership Finance Committee.
•Prepare annual written report on the status of the Partnership accounting system and recommendations for more effective financial operations.
•Performs other related duties as assigned.
Contracts and Grants Management Oversight Responsibilities
•Review and manage all contracts, grants and agreements with service providers and contractors upon Board approval.
•Oversee approval of grantee Financial Status Reports and budget revisions or amendments, including disbursement of payments to local grantees.
•Provide technical assistance and support on all contracting and fiscal, program and data reporting requirements.
•Review, analyze and track on a monthly and annual basis all grantee allocations and expenditures.
•Review the collection of, and analyze and report on, grantee match quarterly.
•Review state and local contract compliance issues.
•Oversee preparation of all budgets for the Partnership contracts and amendments.
•Maintain liaison with all fund contributors to ensure that all information and forms are translated and transmitted to all grantees in a timely and effective manner.
•Develop written reports on grantee performance and funding activity for the Partnership Board of Directors and all fund contributors.
•Oversee fiscal monitoring of grantees.
•Oversee compliance and documentation of competitive bidding at the Partnership and at grantees.
•Perform other duties as assigned.
Human Resources
•Manage the payroll process.
•Transmit semi-monthly retirement plan contributions electronically.
•Review quarterly benefits reconciliation.
•Prepare payroll projections for the Executive Director as needed.
•Prepare monthly Paid Time Off reports for Executive Director.
•Along with HR support, review benefit plans annually, including insurance bidding.
•Reconcile monthly timesheets to actual payroll and ensure they meet all audit requirements.
•Update procedures for payroll and benefits administration and the related reconciliations.
•Prepare annual Workers Compensation Payroll Report.
•Performs other related duties as assigned.
IT & Operations Oversight
•Responsible for assessing Partnership needs and purchasing hardware and software based on needs.
•Selecting and negotiating vendors for all IT needs.
•Coordinate complex troubleshooting for network, internet access, e-mail and PCs with specified outside IT vendor.
•Operations oversight including facilities management and interaction and planning with building contacts and service.

Education and Experience:
•Required bachelor’s degree in accounting, Nonprofit Administration, Business Management or related field; MBA or MPA preferred.
•6 years of relevant experience; knowledge of managing state and federal grant funds, specifically NC Pre K and Early HeadStart.
•CPA preferred
