We are an international company with offices in the US and we were not yet registered under SAM (a requirement mentioned under IIC. Eligibility of your RFP). Is it required that the full registration be completed by December 5th, or is it ok to have initiated the registration process by Dec 5th. ?

We realize the SAM process can take time. Initiating the process prior to December 5th is sufficient for your evaluation proposal.
