Can you help differentiate a Portfolio Evaluation Strategy from a SIF Evaluation Plan?

The Corporation for National and Community Service (CNCS) has developed a two stage evaluation planning process for Social Innovation Fund grantees. The first stage is the completion of the Portfolio Evaluation Strategy (PES). This is essentially a summary of the evaluation plan.  The second stage is the SIF Evaluation Plan (SEP) which in an extensive plan that includes many detailed prompts and requires thorough thinking regarding internal validity, external validity, power calculations, and so on.  Here is a link to evaluation plan guidance from CNCS http://www.nationalservice.gov/sites/default/files/documents/SIF%20Evaluation%20guidance%208%205%202014.pdf
