If a Smart Start Local Partnership did not meet its program match in a fiscal year, they are not eligible in either the current or next fiscal year to receive any one time Smart Start funds or private sector grants, including SIF federal funds from NCPC. In a collaboration, the lead agency serving as sub-grantee would be conducting an open bid or sole-source justification process for partners and would be required to conduct due diligence about a potential partner’s financial status to meet match requirements (Reference p. 10- II. C).
